Recently, WANO (World Association of Nuclear Operators) convened the SVP&PM (Senior Vice President &Plant Manager) Conference in 2025 in Zurich, Switzerland. Li Guoqiang, Deputy General Manager of TSNP, attended the conference and delivered a thematic speech in the Plant Manager Meeting session at WANO's Paris centre.

With the theme of “Accelerate Progress, Achieve Excellence”, the conference focused on core topics, including the latest trends in industry performance, the cultivation of a safety culture with continuous improvement, the enhancement of nuclear power leadership effectiveness, as well as the optimization of equipment reliability and organizational efficiency. Participants from the global nuclear power sector jointly discussed the challenges, which the industry is confronted with, and corresponding strategies, shared good practices and advanced experience, called for deeper international cooperation, and clearly define the needs for support from WANO and across the industry. In this way, efforts could be made to promote the joint improvement and accelerated progress of global nuclear power plants as regard safety and reliability, and help to achieve or even exceed the WANO’s Excellence Initiative goals in 2030.

At the Site Vice Presidents and Plant Managers Conference of WANO Paris Center, Li Guoqiang delivered a keynote speech titled “Continuous Efforts to Enhance Safety-Based Operation Performance”. He elaborated on the topic from four dimensions: “Overview of CGN and TSNP”, “WANO’s Support for Improving TSNP’s Performance”, “TSNP’s Ongoing Efforts Toward Achieving AfE Goals”, and “Continuous Improvement”. In his speech, he highlighted the challenges faced by TSNP as the first EPR in the world during its operational phase, and introduced the “1831 Management Model” and its practical approach, which was guided by nuclear safety culture to drive performance enhancement. Building on the “ONE WANO” concept, Li Guoqiang proposed the initiative “One World, One Dream, One Team, One Goal,” calling for the global nuclear power industry to pursue excellence with openness and cooperation, jointly safeguard the safe and stable operation of nuclear power plants, and promote the high-quality development of nuclear power.

The sharing was met with widespread acclaim from the participants, and senior executives from many nuclear power plants engaged in Q&A session and exchanges on the path to safety culture transformation and operating management practices of TSNP. The WANO SVP&PM Conference is held every two years, and it attracted more than 70 senior executives from nuclear power companies across 26 countries this year.
